It is managed by the Chicago Board of Options Exchange (CBOE) and tracks the option prices on the 30-day implied volatility on the options of the S&P500. To keep this simple, whenever the options get volatile (i.e. erratic or with larger swings than normal), the VIX goes up. This means that the price to buy put options to protect a portfolio or to speculate is getting expensive and the price to buy call options is getting cheap.
